জাতীয় ও আন্তর্জাতিক শ্রমবাজারের চাহিদার ভিত্তিতে দক্ষতা উন্নয়ন সম্পর্কিত পরিকল্পনা ও সমন্বয় সাধনের মাধ্যমে দক্ষ মানবসম্পদ তৈরির লক্ষ্যে মাননীয় প্রধানমন্ত্রী শেখ হাসিনার দিকনির্দেশনায় অভিন্ন প্রশিক্ষণ কার্যক্রম প্রণয়ন, বাস্তবায়ন, সমন্বয়, পরিবীক্ষণ ও মূল্যায়নসহ যাবতীয় কার্যক্রম পরিচালনা করার নিমিত্ত জাতীয় দক্ষতা উন্নয়ন কর্তৃপক্ষ আইন, ২০১৮ অনুযায়ী প্রধানমন্ত্রীর কার্যালয়ের অধীন জাতীয় দক্ষতা উন্নয়ন কর্তৃপক্ষ (এনএসডিএ) প্রতিষ্ঠিত হয়েছে। এ আইন এবং এর অনুবৃত্তিক্রমে জারিকৃত জাতীয় দক্ষতা উন্নয়ন বিধিমালা-২০২০ এর আওতায় বাংলাদেশে দক্ষতা উন্নয়ন ইকোসিস্টেমের মৌলিক কাঠামোগত পরিবর্তনের লক্ষ্যে জাতীয় দক্ষতা উন্নয়ন কর্তৃপক্ষ (এনএসডিএ) ফেব্রুয়ারি ২০১৯ হতে কার্যক্রম শুরু করেছে।
